El Paso County has officially begun a countywide Stormwater Infrastructure Assessment project. This initiative, led by the Department of Public Works in partnership with RESPEC, Matrix Design Group, DRC Construction Services, and TRS, aims to evaluate the condition of stormwater systems to support future infrastructure improvements and reduce flood risks.

Field Work Underway Across the County

Residents may notice field crews working in neighborhoods, along roadways, and near drainage structures. The project includes:

Stormwater Mapping and Inspection

  • Crews are assessing storm sewer pipes, inlets, manholes, outfalls, open channels, and culverts. Field crews may need to open manholes and inlet structures and will be utilizing surveying and mapping equipment to conduct this work. Drones may occasionally be utilized as part of this work.

CCTV Pipe Inspections

  • Storm sewer pipes and manholes are being inspected using closed-circuit television (CCTV) technology. Some pipes may be cleaned prior to inspection to ensure accurate assessments.

Minimal Disruption to Residents

What’s expected:

  • Some temporary access to public and private property may be required for field crews to access and assess stormwater infrastructure.
  • Field crews will coordinate with property owners through the County’s Permission to Enter (PTE) forms for private property access.
  • Drone operations will be conducted during daylight hours, by licensed drone pilots, and with safety and privacy in mind.

Project Goals and Timeline

The assessment will result in a prioritized list of stormwater infrastructure in need of repair or replacement and an updated geographic information systems (GIS) database of County stormwater infrastructure.

The project is estimated to be completed in early 2026.
