Project Information: The El Paso County Department of Public Works will hold a public information meeting Tuesday, Aug. 18, to present planned pedestrian and traffic safety improvements along Constitution Avenue between Piros Drive and Canada Drive, including work at Leoti Drive, Peterson Road and Canada Drive. The meeting will be held from 5:30 to 6:30 p.m. at the Brown Transportation Complex, 3275 Akers Drive, Colorado Springs, CO 80922.
The purpose of the meeting is to provide project information before construction begins. The informational meeting will include the planned improvements, construction schedule and expected traffic impacts.
A 2025 Traffic Impact Study recommended roadway and intersection safety changes in the corridor. Planned improvements include:
- Pavement preservation and new striping.
- A wider and longer center median at Peterson Road to reduce pedestrian crossing distances and to provide a refuge while crossing Peterson Road;
- A second northbound and southbound left-turn lane on Peterson Road at Constitution Avenue;
- Fully protected left-turn signal phases, revised signal timing and new street lighting along the approaches to and within the intersection; and
- Median changes at Leoti Drive and Canada Drive that will restrict north-south through movements and selected turns. Left turns from Constitution Avenue onto Leoti Drive and Canada Drive will remain available.
Construction is currently expected to begin in September 2026. Two-way traffic will be maintained in all directions, and single lane closures should be expected.

Mini Circular Intersections (traffic circles) will be constructed at the intersections of Furrow Road and Minglewood Trail (north) and Furrow Road and Lamplight Drive/Minglewood Trail. Construction will begin the week of August 10th with an expected construction duration of 2 weeks, weather and resource dependent. Furrow Road, between Highway 105 and Higby Rd is planned to be closed to through traffic starting August 11th or August 12th and should be open the evening of Friday, August 14th, weather and resource dependent. The signed detour will be Fairplay Rd for through traffic. One intersection will be closed at a time. Local traffic will be allowed but movement through the closed intersections will not be allowed.
In 2021, El Paso County performed a safety analysis of Furrow Road between Highway 105 and Higby Road that included the connection at Lamplight Drive/Minglewood Trail, in unincorporated northern El Paso County. The analysis provided recommendations for long-term safety improvements along this corridor. To support and encourage safety, the County determined that Furrow Road would not be opened to through traffic until safety improvements were made.
In September 2025, the County reconstructed Furrow Road between Minglewood Trail (north) and Lamplight Drive/Minglewood Trail and provided 11-foot travel lanes and a separate 6-foot-wide non-motorized facility on the west side of Furrow Road.

Project Information: Construction of the first phase of Project B is anticipated to begin in October 2026. The work will include construction of an underground utility joint trench (Joint Trench) within the shoulder area on the north side of Highway 105 from Lake Woodmoor Drive to just west of Martingale Rd. It will cross Highway 105 just east of Lake Woodmoor Dr and will cross Briarhaven Court, Winding Meadow Drive and Furrow Road. The Joint Trench will provide a single location for telecommunication lines to relocate to in advance of roadway construction. Two-way traffic will be maintained to the extent possible with single lane closures and flagging as required.
In addition, construction for relocation of sanitary sewer, water and electric lines will be completed by the utility providers. These relocations will generally be south of Highway 105 with periodic crossings of Highway 105. Two-way traffic will be maintained to the extent possible with single lane closures and flagging as required.
The utility relocations in advance of Highway 105 road construction are necessary due to the planned widening and vertical changes to the roadway. This initial work will also significantly reduce the overall roadway construction duration.
